Because it's a load of sound and fury, signifying nothing.
The agreement, in the usual Bush style is only a page or two long.
There are no timetables or future agreements and actions for
accomplishing anything., Some reports suggest that Bush's rationale
is to use the agreement to upstage a few global warming meetings later
this year and to block a new set of emissions reduction targets.
Bush is losing support for his do-nothing approach to Global Warming
in Congress. Even senior conservative Republican senators are now
supporting mandatory emissions reduction biils, and the gras roots
movement for enforcing Kyoto requirements is strengthening daily
Your own state, California, is leading other states in the fight
against GW (Global Warming). They plan to slash grenhouse gases 80 %
by the middle of this century. If they don't the shrinking of the
Sierra Nevada snowpack will eliminate a water source for 16 million
people
All of the countries involved in the Bush agreement
except the US and Australia have ratified Kyoto.
