I am not sure that there is anything in modern revelation that says
whether or not a man who has never been married may be a bishop.
However, it would be a surprise to me if it would happen. Why? Because
I know of nothing that says that the council in 1 Tim 3 and in Titus 1
is no longer valid as pertaining to the qualifications to be a Bishop
or perhaps of a "Presiding Elder".
Someone mentioned having had a bishop who was married to a non-member.
Well, he was at least married civilly. It is still not easy for some
to be married in the Temple, so it would not really be kind and loving
of our Father to demand that none be ordained to the office of Bishop
who was not endowed and married by the authority of the Priesthood
(not just the secular authority) . But I believe that there may come
such a time.
