Of course the letter of instruction said something like "continue wearing
missionary attire," and while you are correct that he would have been fine
switching to the local attire, why would he go out and buy a new suit for
just a few days, especially knowing that his body type would likely be going
through a change in the next months as he readjusts to a USAmerican diet?
As an RM I had to comment on this one. When I went home my mission
president said that while I as still a missionary (release had not
come) I was to be in my mission attire. This was also true before I got
to the MTC in Provo. The instructions from my Stake President were to
be in mission attire while in public. In public is the key. He was
still called as a missionary. He attcually was also supposed to follow
the rules (be with a companion [mom can count on this one], get up and
go to bed a correct times, study, etc) I had a friend that couldn't get
released for a week b/c his state pres. was on vacation so instead of
working something out for him he choose to move in with missionaries in
the local town and worked with them for a week (i think that would be
wierd but he did it).
The other side of it is that he was so used to his missionary attire
that he did not know any different. I will admit that for at least 6
months even those it was not required at work I wore a shirt and tie
every day. I see this a lot with fresh RM's. Sometimes you feel a litte
naked without the shirt and tie. And I think the comment about why
would he buy a new suit maybe was not thought all the way through?
Maybe he just wanted a new suit to wear? It may not have been related
to his mission in any way.
