There is no such thing as a "restricted" temple recommend. The three
types are "limited-use", "live ordinance", and the regular bi-annually
renewed recommend.
The "limited-use" recommends are given to those who have not received
the endowment ordinances for themselves, for any reason, including youth
and inexperience.

assume it the one normally given to the youth to do baptism for the
dead. I recall many years ago when I first joined the church (about 18
too), that I was prevented from doing baptisms for the dead and was
told I would have to wait until I got a (regular) temple recommend
before I could enter the temple.
These days a nominally worthy new convert of 18 years of age may receive
a "limited-use" recommend and participate in proxy baptisms for the
dead. See your bishop for details.
