I certainly would like to be able to answer such
questions. But I have no means of doing such things.
So let me not answer your questions. Let me say
some miscellaneous things:
First of all, you should not really ask some of
these questions you have asked. For example, the
scriptures here did not say there was no laying on of
hands. You might first ask, was it just a simple
omission from the text? Unless it specifically
indicates that it did not occur, then why suppose
that it did not occur?
We seem to have a few people on this net who read
just to find fault, rather than to actually enjoy or
to learn. They will invent all kinds of problems,
only because many statements we have are incomplete.
But I am sure that this is not the problem here,
either with you or with the text.
Here are some thoughts: When the priesthood lays on
hands for the Gift of the H.G., listen carefully to
what is actually said, not what you think is being
done. No one commands the Holy Ghost! Not even the
Priesthood. The Holy Ghost decides when it is
appropriate, and the person must personally ask to
receive it. There is really nothing that could
prevent these good things from happening, if all
other things are in order! There are many blessings,
however, that normally attend these 'laying on of
hands,' to include a formal entry into the church,
and these blessings are important, and no one should
of themselves disregard the directions we have been
given. There was no church when Adam was baptized,
and the Holy Ghost was already ready to honor Adam's
request to receive it.
Joseph Smith explained that all spirit matter is
the exact same matter as the matter we are familiar
with. It is only finer or more pure! This is really
one of the most amazing things that was ever said by
Joseph Smith. And it is true! There is only one
reality, and we are part of that reality.
IMMHO, the full Godhead was present for this
event. And with the full Godhead present, there was
no lack of power or authority for everything that was
said to have occurred, and to have occurred exactly
as it was said to have occurred.
Thanks for reading.

P.S. I do not know if you know anything about the man
who's name is Lorentz. In the special theory of
relativity, they use what are called the Lorentz
transforms. This man Lorentz knew that there was an
ether. His transforms came from his knowledge about
the ether. And this ether has to exist, and it has
to be doing many things. Yet we cannot physically
touch it, we cannot physically feel it, we cannot
physically control it. It is as if it really is not
there, even thought we know it has to be there. This
ether is as much like spirit matter as any matter can
be. It is presently ignored in our sciences, but I
know that Lorentz was correct with what he thought.
And the day will come when we will better understand
the physical nature of this ether, and why it is that
it appears to not be there. We will understand that
there is a whole world of matter that appears to not
directly interact with our matter, yet it is what
supports our matter in all that it does. We are very
close to achieving this breakthrough.
