A top Indian scientist, ISRO's deputy director of Space Application
Centre Dr MYS Prasad warned the international space community against
colonisation of Moon and Mars and said any knowledge gained by such
expeditions should be shared among all countries without
discrimination.

He told the International Astronautical Congress in Hyderabad on sept
25," "All resources on the Moon and Mars should be used for the common
good of mankind. Nobody can claim ownership on celestial bodies
because of their technology or because they reached there first,"

It is significant that before the above stasement on the same day of
Sept 25 APJ Abdful Kalam said at a recent address to the International
Aerospace Conference at California Institute of Technology in Pasadena
that mankind needs and alternative habitat, which could be Mars. "We
have to evolve and ensure guidelines for creation of environmental
friendly industrial belt in the Moon and habitat in Mars," he said.

Dr Prasad asked the space community to avoid the temptation of mining
minerals from Moon or Mars. "The biggest ethical question before the
space-faring nations is whether mankind is looking at 'habitation or
colonisation' of Moon and Mars. The construction and occupation of
bases should be fundamentally treated as habitations rather than
colonies in the conventional sense", he said.


Terror Alarm sounded on Outer space

On Dec 13, 2006 Gorge Bush warned against threats by terrorist groups
and other nations against U.S. commercial and military satellites, and
discounted the need for a treaty aimed at preventing an arms race in
space. Undersecretary of State Robert G. Joseph also reasserted U.S.
policy to say: "We reserve the right to defend ourselves against
hostile attacks and interference with our space assets,"


International frictions over space policy took a rising turn

Before this on Nov 10, 2006, Russian President Vladimir Putin accused
unnamed countries - clearly meaning the United States and perhaps
Israel - of "seeking to untie their hands in order to take weapons to
outer space, including nuclear weapons."

lasers to weapons that "would provide the capability to strike ground
targets anywhere in the world from space."

China is also not far behind in this war. China certainly prompted

The United States and the former Soviet Union were not only bent on
the development of various types of military satellites but on the
research and manufacture of anti-satellite weaponry during the Cold
War period. Since 1959, the U.S. has begun to experiment with anti-
satellite devices to hit and destroy the "Explorer-6" satellites
repeatedly with missiles launched from its airplanes.

The Outer Space Treaty bars signatories from placing nuclear weapons
or any other weapons of mass destruction in orbit of Earth, installing
them on the moon or any other celestial body, or to otherwise station
them in outer space. It exclusively limits the use of the moon and
other celestial bodies to peaceful purposes and expressly prohibits
their use for testing weapons of any kind, conducting military
maneuvers, or establishing military bases, installations,
fortifications

As of January 2006, 98 countries are states-parties to the treaty,
while another 27 have signed the treaty but have not yet completed
ratification.
