Well, yes, it is annoying, but look at it this way: the OP only threatened to
inflict us with "Ilustrated Bible" stories that look like they were illustrated
by the same crowd who did "Moral Orel". But you inflict us with pop-ups! :-(

Also, here in the heart of capitalism, AT&T and Comcast have been shockingly
successful in getting people to abandon dialup and go to either DSL or cable.
Even those of us who haven't made the switch and still use dial-up do not pay
for the minute anymore (neither to the Internet service provider, nor to the
phone company). So not many here will share your pain, and most are oblivious to
the billing arrangements in other countries. So no, they won't realize that
others pay by the minute for Internet service, not even after reading your
'peeves.htm' page.
