It's that very last bit...: "and prepare the way for intergalactic
unity" that I find kind of strange. How does _this single_ planet's
development required for thiis "integalactic unity", anyway? And ho
w
come that there could be _no_ multi-galactic civilizations out ther
e
now?

*science* believes that many, many planets within our galaxy will be
found to have the proper mix of heat/cold/conditions/water etc. to
support life.  It is mostly a problem of finding them, for the
universe is numbingly vast.  Our GALAXY is numbingly vast.  We ar
e
currently watching just a teeny, tiny portion of the sky & we are
looking for radio signals in what is called the "water hole."  This
last thing, the water hole, is just a frequency that has no natural
radio noise so would be a logical place to send and receive signals.
Traveling to a nearby star (with a planet) is not yet within our
comprehension.  That is, we have not yet been able to conceive of t
he
theory to send humans physically that far away.  This does not mean
that we won't in the future.  Baha'u'llah confirms that it is withi
n
the realm of possibility to communicate with or visit other planets;
the exact meaning of "unity" in this context is unknown to me.
(Actually, it was Shoghi Effendi in a pilgrim note, AFAIK, that said
that a future Manifestation would have trouble uniting the planetary
systems... But our Manifestation implies this problem in the quotes
you cited below.)
So, why would our planetary unity be of any signifigance to other
planetary systems?  OUr planet is on exactly equal footing
(importance) with any other planet.  If we are indeed the highest f
or
m
of physical life, then we can assume that other planets somewhere out
there in the galaxy also have "us" the highest form of physical
creation, and that they are "in the same boat."  They also are
required to evolve into some sort of planetary unity, worldwide, at
peace, and etc. as we are.  It is our reason for being.  Some day
perhaps we will branch out and be able to find that other planet out
there with united humans.

So could there be a planet out there where the "human" beings on it
have already achieved a unified planet civilization?

Oh sure, absolutely yes... and I say that as a scientist and not from
the Writings.
Here is a little bit about the scale we have to consider:

our solar system is pretty big... it takes years to send a satellite
to another planet.  Light takes 8 minutes to make the journey from the
sun to the earth. (so, if the sun were to blink out, we would have
another 8 minutes to live, but we would not know that info in
advance... unless one takes into account the gravitational effects
which may be instantaneous......)  Light moves about 186,282 miles in
one second... so... we are talking about a very large distance to our
own sun.

Alpha Centauri is the star closest to our solar system, and light
takes about 4 and a half YEARS to get to our closest star, our nearest
neighbor in this vast creation.

We are part of a little cluster of stars that floats out on one of the
spiral arms of the Milky Way Galaxy.  The Milky Way Galaxy is about
100,000 light years in diameter and contains somewhere between 200 and
400 billion (billion with a B) stars or starlike objects.  Everything
we see in the Northern hemisphere is within our one single galaxy
except you can see Andromeda Galaxy as a little fuzzy blob near the
Big Dipper.  (in the Southern hemisphere, the megallanic clouds are
visible elliptical galaxies.)  In other words, looking up at the night
sky, all those points of light are within our one single galaxy.

now, whew.  breathe a second.  It is said that there are as many
galaxies in the universe as there are grains of sand on all the
beaches on earth!  And they say there is no God!  Oh my!  This is a
n
amazing thing, the Creation.

my mind is numb.  don't know how the rest of ya' feel about it?  So
from a science point of view, it would be ridiculous to think that we
are "alone" in the universe.  However, science also is very skeptical
of all the UFO reports, for good reasons.  It is the distances covered
by the alledged UFOs.  And why wouldn't they contact us by radio
first?  (and, just for the record, our own planet could be about to
"go silent" from leaking tv waves, the first step being when we
convert to digital this year. a civilization that is "all cable" could
not be accidentally detected by the methods that we are currently
using to look for them!)

After all, there

are
stars older than the Sun out there, so the evolution process could
have
gotten a "head start" and "beat us to the punch" (although since we
can't go there it doesn't affect us much, unless they come here.).

We don't actually know whether or not there are any advanced
civilizations out there already.  There probably are.  It may be
th
at
they are waiting for us on this planet to make some sort of
technological leap forward (a la' Star Trek and warp drive), or, more
likely , they are as daunted by the distance and vastness of the
galaxy as we are.

Or they could already be here ("UFOs", for example. Although there's
no
proof that's what "UFOs" are, it is still a possibility.).

WE also don't know the "time" factor.  ARe all
civilizatons within a single galaxy developing at the same time, and
we will all burst forth at about the same moment... in our case.. som
e
4.5 billion years after the formation of the earth?  Or will we die
out and then 4.5 billion years later, another civilization arises wit
h
whom we could have communicated?

Well given there are so many stars, and differing age ranges, it would
not
seem unlikely that there are other civilizations out there at this
point in time.

Google something called "the Drake Equation" and it gives an estimate
of 2.3 viable intelligent alien civilizations in the Milky Way
Galaxy.  We would make it 3.3 then!  If we are indeed "intelligent"
<smile>  So, in our galaxy are probably at least 3 other "human"
planets that we will eventually (ie, within the next 500,000 years?)
make contact with & become united with.

I just happened by today and found this topic of some interest.

I know many years ago when I was reading the Baha'i World, Vol. XIV I
was delighted to read that Abdu'l-baha had advised the Baha'is in 1898
correspondence that they should be spending their energies learning to
travel to other planets.

In my opinion this would suggest constructs of Consciousness
connecting with other constructs in the Cosmic holographic Matrix - I
do think that this travel is often connected to spiritual frequencies
of awareness. However, all is connected through the Primal Point (Bab)
Oneness or The Point of Divine Knowledge, as Tahirih was known by
some of her followers.

Some Seers say that humanity is entering the sixth cycle out of the
seven destined for Gaia; after which earth folks will begin inhabiting
Jupiter.

It is not unusual to find people here who have definite connections to
other star systems - what is unusual though, is for the mainstream to
accept that reality or make mention of it except in sit-coms. heee
heee.

"fixed planets."  This could mean a variety of things, and a good
study of the original language would be helpful.  "fixed" could mea

fully-formed like earth, or just round and orbiting like venus.

I have wondered a lot about the "fixed" part of this quote.  Do
spiritual beings need a planet? (well, i tend to think not, but it is
a thought.)  If there are 4 civilizations, then that means perhaps
that there are only four fixed planets in our galaxy?  I just don't
know.
