Who is putting emphasis on "entry by troops"?
To my knowledge the first emphasis on receiving conversions was by the Master in SDC. Next came the House of Justice in 1963 about teaching the masses and that emphasis has been repeated in each Plan.
However it may also be true that if an individual focuses solely on numbers rather than the appropriate process of attracting numbers it can cause a problem. But if that person is sincere then I think it will work out. It also might be true that here in America we have grown up with a sort of "quantity mentality" when the Faith is asking us now to have a "quality mentality" in order to produce a better life.
Who gets credit for enrolling souls?
