It seems to me they are using the word *demand* rather than 'ask'. The abuse of substances are only the symptoms and not the cause. Our society is great at addressing symptoms and poor at researching underlaying causes. Is it because they are issues to divisive to address? Would Baha'is not be capable of doing it. Why don't we discuss these things on this forum or any Baha'i forum I have been at lately.

BTW is it punishment when a child sticks his hand on a hot stove burner and gets burned? That is pretty similar to what society is doing by ignoring the laws of the new age.
