Re: PM Votes
In the Grand Lodge of Maryland, each Lodge has two votes, one cast by
the Lodge representatives (presumably WM, SW, JW) and one cast
jointly by the Past Masters present. I believe the PMs can cast
the reps' vote if none are there, but not vice versa. In addition all
past
elected Grand Lodge officers have their own vote (which can create
a significant voting bloc on some issues).
There was a proposal recently to go to a "one man, one vote"
scheme. It was defeated.
