Nearly, but not quite. Scottish Lodges confer the Mark Degree by right as

the Mark is just a part of the Fellowcraft Degree.


In Scotland, the Mark is not part of the Fellowcraft degree (neither is it
in England or Ireland).

A lodge in Scotland will go up/down to the 2nd degree, before opening the
Mark degree. This is historical to the working of the degree, however as in
England only a MM may have the Mark conferred on them.

There's no "on behalf
of" involved. A candidate joining Chapter who already has his Mark
through
the Lodge will affiliate to the Chapter's Mark Lodge before progressing
through the other Chapter degrees.

In Scotland, the Mark degree is administered and controlled by the Supreme
Grand Chapter of Scotland, and not the Grand Lodge of Scotland.
Subsequently, in Scotland, the secrets restricted to the Master's Chair (of
a Mark Masters' lodge) are conferred on 1st Principals of Scottish Royal
Arch Chapters. By ancient tradition, Craft lodges in Scotland have
conferred the Mark degree, and this arrangement enables them to continue to
do so, while keeping Freemasonry (as opposed to Mark Masonry) restricted to
the three degrees.
