I don't think the present RFD says anything at all about
blacklisting. All it mentions (AFAIR) is prohibiting
cross-posts.
Blacklisting is a whole 'nother (and scarier) area.
No question, a lot of improvement could be made
by judicious blacklisting of certain folk who clearly
contribute nothing but trollery -- but it's a damn slippery
slope. Where do you draw the line?
