If the goal of moderation is to be to simply blacklist certain posters,
it would seem to be more easily done at an individual level with
killfiles. I've always assumed that the goal of moderation would be
to eliminate off-topic posts and control some of the low-information-
content name calling.

I wonder what the ratio of traffic is in the moderated and unmoderated
groups? Is there enough difference to show a significant reduction
in the signal-to-noise ratio on the moderated group?
