Commander-in-Chief



What is meant by this term? The U.S. President is Commander-in-Chief,
but didn't Dwight Eisenhower also hold that title. And Naval
commanders have that title too, e.g., CINPAC. Is this just an
honorific or is there some additional authority vested in the idea?
Was WSC a Commander-in-Chief under the British system?
