motivation in those attacks was similar to the motivation of the British
in WWII. They would have preferred to attack military rather than
civilian targets but the technology wasn't up to it, especially in the

I don't think they were terror bombing, or carpet bombing, or
dehousing, or area bombing.
They just either missed their target or misidentified the target.
