There is no doubt "Bomber Harris" was an active supporter and promoter of
the program.
It is reasonable to expect any CinC to promote "actively" his most
general order from higher authority.
That does not mean he is powerless.
Arthur Harris did actively promote and push this policy of city bombing
even after his higher authorities both Portal and Churchill, expressed
serious misgivings to him about the bombing.
They ordered the bombings.
They could have withdrawn those orders at any time.
Do you know why they didn't?
