I can't imagine a scenario in which a lot of American shipping is
sunk _and_ Britain is somehow conquered - because if a lot of
American shipping is sunk, it is very likely the U.S. will declare
war and Britain will be saved.

OTOH, if the U.S. was to declare strict neutrality under an
isolationist President such as Burton Wheeler... then U.S.
shipping would probably be barred from war zones, lest a
casus belli arise.
