Rather unfortunate also for 2,700 men at Pearl Harbor.
It was not INTENDED to be delivered before the attack. It was to have
been simultaneous or so close upon the event that nothing could be
done about it. Revisionism cannot excuse the duplicity involved.
Easier indeed to forgive a surprise attack with no declaration
attached.
