I am sure he knew and did not intervene. As I remember reading an
interview with the Emperor where it was stated that he was aware of the
decision to declare war and was listening to the radio from the ships
attacking Pearl Harbor.

There was no declaration of war.

Actually there was the declaration of war was delivered to U.S.
Ambassador Grew in Tokyo about 10 hours after hostilities began.

The Japanese plan had called for them to annouce breaking off
negotiations with the United States 30 minutes before the attack began
which given the circumstances practically meant war. Unfortunately for
Japan because of various delays it was not deliver until four hours
after the attack.
