Certainly not for the attack on June 22. Before June 22 there were two
German divisions that had entered Finland and neither of them was due
to attack on June 22. Neither of the other two German divisions that
entered Finland on June 22 was due to attack on June 22.


This decision was taken secretly and
without reference to Parliament. That
implies a conspiracy. Who was in on it?

Further than that, the decision, or each of the steps leading to that
decision, was made without full reference and with limited information
to the Government. But then, according to the constitution, the
President had rather far reaching authority on matters pertaining to
foreign policy and the Supreme Commanders on military matters.
Together with key members of the Government they effectively formed a
War Cabinet which no doubt stretched the limits of the Constitution.


Is it possible that the decision was
effectively an "open secret", known
to most of the military and Parliament,
but never spoken of in public where the
USSR would hear of it?

Obviously matters were dealt on a "need to know"-basis, but after
early June it was obviously a very open secret - also to the British,
U.S. and Soviet embassies - that something was going on.

Until that time it had been sufficient (and arguably necessary) to let
the Soviets know and to make sure that they knew that the Germans had
an interest in Finland and a certain military presence.
