Of course, Nimitz may well have gone along with the plan because Roosevelt
backed it.

Potter's account is not detailed enough to rule that out, but it
distinctly says that Nimitz was convinced during MacArthur's
presentations, without suggesting that FDR was laying down the
party line throughout.

Nor does it appear that Nimitz had any problem with proposing his
own plans and views to superiors, although obviously he would carry
out orders.

If you have any evidence that Nimitz was the sort of person to
try to predict a decision of higher authority, and then blatantly
side with it before it was made, please post. What I've read of
the man suggests no such thing.

Personally, I rank this as slightly less plausible than the argument
I once made up for Hitler being a Communist agent working for Stalin
(until it wasn't convenient for Stalin any more).
