As far as I can tell, "most nations" didn't have anything as far as
man-portable AT weapons went. The British & Soviets had AT rifles, so
IIRC had the Poles, and maybe the Czechs had had them?

The French were developping an AT rifle grenade based on existing
rifle grenades, with a hollow charge. Thousands were produced but
AFAIK none were issued.

In 1939-40, the British and the French swapped AT weapons, the British
requesting some 25mm AT guns from the French and providing some AT
rifles in exchange. Generally speaking the French didn't use them,
though I vaguely remember a discussion on that topic in another group
showing that some recon troops had been issued them, and maybe used
them.

Anyway, it seems that the consensus was not to provide the infantry
platoon with AT means and that may have been a factor in the early-war
tank scares.
