Anti Tank Equipment

Why did Britain lag behind in the development of hand held anti tank
weaponry?
We had the Piat, pretty feeble, the early Boyes Anti Tank Rifle, and
the homeguards Bombardier a front loaded weapon which in a battle
situation was hardly ideal.
Ok granted we developed the 6pdr 17pdr anti tank guns and the superb
25pdr artillary piece, we had problems though converting the 3inch AA
gun to a role similar to the feard German 88.
Whereas the Germans had the panzerfaust, panzershrek and the Americans
Bazooka, so back to my original question, why did we not develop
further........
