That's an exaggeration. Britain wasn't going to offend the US, but
that left Britain a good deal of latitude. The Japanese really
couldn't demand things that would hurt Britain all that much, which
the US would want Britain to cave in on. About the most they could
do was demand that Britain not help the Chinese, which was just
fine with the British.
And this British restriction on help to China lasted three months mainly
because of US pressure.
Also you may want to read up on the US led embargo to Japan in 1940.
Australia at the time was nervous about Japan. Far from being a lap dog
of the British as one suggests here, the Australian Prime Minister was
asking Britain to follow a more conciliatory line to Japan. Britain
followed the US lead.
This was all happening when clearly it would be in Britain interest to
have Japan on its side or at least neutral.
US relationships then came first in 1940 to Britain even over Empire and
Commonwealth.
