The Wehrmacht was NOT a fully motorized army, and
relied extensively on horses for moving artillery and
other things, I expect.
That's what I said.
Now, what was the reason
for this practice?
I do not accept that the use of horse drawn artillery
was a sign of insufficient fuel stocks.
It is if the choice of horse-drawn rather than motor
transport was made for want of fuel and not for want
of vehicles.
: In the summer of 1942, Army Group A in the north

And Patton ran out of fuel in France. Is this a case
of lack of fuel, or simply outrunning the supply lines?
Third Army's fuel problems lasted a few days.
First Panzer's problems lasted for several
weeks.
: The only motor transport in... a [static] division's TO&E was

If you are glaring at the Brits, what do you need
fuel for? Aside from sightseeing in France, of course. :-)
Similar formations in other armies had at least
a few trucks for moving stuff around. The Germans
were the only force to create divisions that were
stripped so completely of motor transport.
(With the exception of Japanese forces operating
in the trackless jungles of the South Pacific.)
