was a sign of insufficient fuel stocks.

It is if the choice of horse-drawn rather than motor
transport was made for want of fuel and not for want
of vehicles.

Similar formations in other armies had at least

stripped so completely of motor transport.

(With the exception of Japanese forces operating
in the trackless jungles of the South Pacific.)
