According to 'Shattered Sword (pp. 37-38),' it was General Shinichi Tanaka
on the Army General Staff. Perhaps more info can be found in the book cited
as in the footnotes as the source: "Hawaii Under the Rising Sun" by John
Stephan, Univ of Hawaii Press, 1984, p. 95.

Mike, do you recall the name of the Japanese general who refused to
send troops for those campaigns? I'm thinking that someone with that
