Then there were the Japanese shellings of Fort Stevens, Oregon and Long
Beach, California and the Japanese submarine-launched bombing raids near
Brookings, Oregon which were clearly on the North American continent
itself - although the 'fighting' was on something of a minor level.

I didn't ignore these incidents; I disregarded them for the purposes of this
debate as "de minimis non curat lex": the law does not care about very small
matters. The London Blitz and the invasion of Sicily were quite different
matters to the attack on Dutch Harbor or the shelling of Fort Stevens...
