Quite correct, the trouble being how much of the offer was real and
how much was talk.
Well the talk was totally unreal then why would Japan, Germany and
Italy bother talking at all!
I think we can assume that since the Germans and Italians did go to
war, it was real.

and are holding these opinions up as US policy.
Actually its the reverse, I read this book and his arguments convinced
me so his opinions became mine. These ideas I present here.
I think the idea makes a makes a lot of sense. The US are reading the
Japanese codes so they know that Germany and Italy are *probably* going
to declare war so why should they take the plunge. Let Germany do it
for them.
What would be much better is a US government document that states
the US left out the declarations of war against Germany and Italy because
the US government was sure they would declare war on the US soon.
With the source of the confidence being spelled out.
Such a document is unlikely for obvious reasons to exist.
What might exist at best, is diary entries of one of the senior people
in FDR goverment
or recollections of one of them partly as this sort of stuff is
concepts thrown around on a table while an administration works to a
goal.
The other issue is because the source of the information that the
Japanese codes being broken, was only known to a few top people in the
US goverment.
FDR administration for political reasons would prefer not to take the
step of actually declaring war. So why should they not wait and see if
Germany and Italy do it for them. What would it cost them? Say Germany
and Italy do not declare war, then they would make a lot of bad blood
in the Axis, the US can mobilize for war and declare war shortly
afterwards.
