Mussolini was wrong when it came to the tripartite pact, which
only came into force if the US declared war on Germany, Italy
or Japan. Not the other way around, otherwise Japan would have
been obligated to attack the USSR when Germany did.

Simply put these intercepts were far too late to affect the US decisions.
