WOW,
1. Yes, you had to party member to be in the SS, at least in the
begining, but as the war progressed membership wasn't as important as
people were drafted into the Waffen (armed) SS and foriegners were
accepted or cooreced into the Waffen SS. Now as for the other SS
functions such as camp guards, the SD etc, I believe it was still a must
to be a party member.
2. Rommel was not a party member nor was he in the SS. He was Army and
even though was admired Hitler for some time, he didn't believe politics
had a place in the Army.
I would suggest you do some reading on these topics. Information on these
and other WWII topic abound on the net, bookstores and libraries. It's a
topic that could hook you for years or, life in my case.
