Well, your question was about M16s, not the open display of firearms.
That kind of weapon on open display is much different than a handgun in
the holster on the waist or a shoulder holster.

I mean legally rather than socially.
To digress slightly, I've seen an agricultural worker in the US openly
wearing a pistol because he worked in an area where snakes could be a
problem.
But he wore the pistol in a diner while eating his lunch.
Now to me that's an overtly political act.
Tell us what he was supposed to do with the weapon while he was eating.
Leave it in a vehicle? Hang it up somewhere?
There's nothing wrong with reliable people carrying guns; and if you're
going to carry a gun - keep it on you and under control.
How do you know who is reliable?
Much the same way we rate and allow people to own and drive vehicles, which
are actually a much better method of mass killing than firearms. With a
vehicle, a person can hide their appearance and they can already be in the
process of escape.
People who are sober, sane and have some skills, have a right to own a
vehicle and drive it.
