Nope. In that case, what would you do when you wanted to 'expand'
your 32-bit machine into a 64-bit machine? Pull the CPU and throw the
rest of the box away and replace it?

I'll leave it at that, in anticipation of others grinding your face in it.
You don't have to throw the rest of the box away at all.
That's what many people who know this stuff do anyway. At first, new CPUs
and motherboards are expensive, priced for those who "must have them." But
in a matter of months prices drop drastically. Some people, especially
enthusiasts, buy the latest component as soon as they go down in price. If
they have a cheap 64-bit CPU on an old motherboard, a few months later they
can get a good deal on a 64-bit motherboard and for about $70 replace the
motherboard and make their hardware fully 64-bit.
The rest of the box disk, power supply, case, cards, cables, etc. can be
reused.
You have never built a PC, NoGall? I build all mine and many for my
friends just for fun. It takes less than half an hour to replace a
motherboard.
