It all depends on what we mean with the words affecting, and vicinity.
It can be argued that all of the industrialized world is affected by
Bush's war. That's how I like to see it, because - after all - how can
a human being be unaffected by war and death?
Skara is candidate from Sweden. To my knowledge it hasn't seen war or
riots since 1612, even though the state Sweden has been in war since
then. Certainly it was affected in some ways by later wars, but it
didn't have to witness actual fighting. Those late wars and riots have
been in the vicinity of the city. For example, in Gyldenlövefejden
(1675-1679), Norwegian forces came to within some 100 kms of the city,
and only some four years ago Gothenburg saw riots, and Gothenburg is
also something like 100 km from Skara.
The same, I think, could be argued for cities like Reykjavik. I am
certain there were naval warfare not far from it in WWII.
