Ponte Delgado; provincial capital of the Azores since
shortly after the settlement could be a contender.

FOught with Portugal and the allies in WW1, and was an important
hideout for allied ships in the U-boat war.

And when were the Azores settled?

Late 15th century .

As I stated in another post, the best contenders are Iceland and Andorra.
