Do we really know this? The charters that survive are clearly just a
fraction of those that originally existed. This may just reflect a
sampling error - the reason there are no surviving charters before he
captured Kent could be that Kent is where these charters were
preserved, and those from early periods in his life, being deposited
elsewhere, have been lost.
