I have no knowledge about whether one had to pay to be listed in New York city directories, but that is certainly not the case for some cities. Montreal city directories (online for 1842-1999 at http://bibnum2.bnquebec.ca/bna/lovell/index.html and via Steve Morse' site) did not
charge, and attempted to list all residents, often with a lot of additional data you would not expect (employer, job title, wife's name). Are there some people mysteriously missing? Certainly, but payment was not the reason.
