I've also suffered from this in the past, particularly trying to send emails to verizon! I understand sources of trouble can be
- spam or malware has been sent from the sender's mail server causing it to be blacklisted. University mail servers seem to have been prone to this in the past.
- the sender's mail server uses dynamic IP addresses, which are refused by some well-protected internet providers.
Roger's solution is an excellent workaround; you might also find sending email via webmail rather than from your mail software works better; send yourself a copy to keep a trace on your computer.

I've had this problem at various times. On some occasions, using a
different email account has helped. Most recently, I was unable to
email from my Verizon accounts to a Polish colleague--while I was in
Poland!
