I suspect a "Hawker" was not _necessarily_ an itinerant peddler moving from
town to town with no permanent residence. I believe a Hawker could be
someone who, for instance, bought at the market daily and "hawked" that
produce on the street, or perhaps a scissors or knife sharpener who went
through several parts of the same town, over and over offering his services.
Such a person might well have a permanent place of abode that would make him
more accessible to census enumerators than might an itinerant.
