While other interpretations of the term "Mar (bitter) Cheshvan" may very well be correct, the one I've heard is that "mar" is not an integral part of the name of the month. Rather "mar" refers to the fact that Cheshvan does not contain a holiday, unlike the months preceding and following it that contain Rosh HaShanah, Yom Kippur, Succot and later Chanukah.
