If you are unable to find them from the suggestions already posted. You might
be able to locate them from the address in a WWI draft registration, or if you
know of any children that were born in Chicago around that time, you could
request a birth certificate which would also have an address.
Also remember that there were people that avoided the Census. And others that
were on trips, or not at home when the Census taker came by.
In the UK, I have looked at the Kellys Directory which records the addresses
of most of my family lived (certainly until 1930). In the UK these are found
in local archives. My family was fairly well established so that I can't
speak about people who were in rented accommodation/living in tenements. The
Directory was produced by canvassers and presumably they would have met the
same responses and had the same difficulties as would have had Census
enumerators with people who wished to evade officialdom.
The Post Office Directory (also UK) was more for business people.
Presumably there are similar sources in the US.
