How often were people not counted in the census?

My maternal grandparents lived in Chicago. Try as I might, I cannot find them
in the online census of 1920, although I know they were in Chicago at the
time. I have tried every variation on my grandfather's last name (Gerber here
in America,Garbarz, Garbarsch, Garbor, Garbar in various other places and
records) and first name (all names starting with J -- his name was Jacob).
On the big Web site we are not to mention by name, where you can search by
other family names, I can't find any of the family in the census that year.
So...does this mean they were not counted (for whatever reason), or just that
the online indexing is, for some reason, incomplete? Would I have better luck
at the National Archives?
I will note that all online U.S. Census Web sites are not the same. I could
not find the record for my paternal grandparents in 1910 in the "big" Web site,
but could find it in one of those other sites available through my library.
So I'm leaning towards thinking that the record is there, just not properly
indexed.
Any other opinions? Thanks in advance for all help!
