ViewMate: Russian Uniform Identification?

Photograph VM6760 is a picture of my grandfather, originally from Zareby Koscielne
in Lomza gubernia, in the Russian army around the year 1900. I am interested in
seeing if anyone familiar with uniforms of the period can discern any useful
information whatsoever. In particular, there appears to be the number "91" (or
possibly a Russian letter of the alphabet) on his cap, while the number "23" is on
his shoulder epaulets. Anyone have any idea what these numbers or letters could
signify?
