I would agree with that Dennis.

but what would the P.C. stand for?
Could it be Police Constable? Parish Council?

I would go with Police Constable.
P.C. also stands for "Privy Council" but the Irish Privy Council was
abolished in 1922.
(It still exists in the U.K.)
