It does work though. I tried it and got the same server error you did, so I
started to investigate by putting
www.iuscomp.org/gla/statutes/BGB.htm into Google. It gave just the one search
result and the url was the same, but when I clicked the Google entry I was taken
to the website. Strange behavior, but give it a try.

code but have found not that are complete (especially containing Books
4 & 5)

you need a lawyer not a translator.
The cited section of the BGB (Civil Code) deals with proceedings in
context of a legal action to establish paternity. It is valid only in
this context.
BTW: who wants to derive some sort of gound for a DNA data bank for
genealogical purposes from this is misinterpreting the law.
