Help reading records, 1829-30 Hesse Darmstadt

There are a couple words I'm not getting in these records for the
Schuchmann siblings. Could someone help, please?

For some reason I can't make out the time of birth for either Elise or
Philip.

Also, several words on, am I reading the phrase correctly as "glaübhafter
Anzeige"?
