Can anyone think of a word or expression which would cover the following military personnage? In French the term is Commissaire des Guerres, and what he did basically was to check that the King's money was not being wasted on food etc for imaginary men and horses. This is 16th century, so there must be an English equivalent. By the end of the 18th century the job had expanded quite a lot, but it really is the early date I'm interested in
