We need to dig up all people buried before about 1850 and take DNA
samples. I guess then we would need to determine who they were.

Trouble is that many graves were reused, and coffins rotted - how could you
prove that the odd couple of teeth you found belonged to the person on the
headstone?
DNA's also a fairly fragile molecule - you have to be lucky to find it in a
useable state.
