implies such an id is valid for the same entity, whatever that entity is,

No, the UUID algorithm is aiming at insuring that any item, at whatever
system (PC, mainframe, server, whatever) gets a TRUELY WORLDWIDE UNIQUE
identification. And that's the only way in which universal - unique should
be understood. What that item is, is completely irrelevant.
And that is quite contrary to what you're aiming at.
