Based on what my friend remember and on the spesial filenames used for
the binary datafiles (DOSSEXPT.001) we believe the program we need is
"Family Tree v1.5" by Nicolas Menoux of TLC-Edusoft.
This program also seems to exist in a German edition called
"Ahnengalerie" and in a French version called "Arbre Généalogique"
I found a more recent (from 1997) version of this program here
http://www.szolda.hu/download/program_hu.html, but it does not seem
to handle the older fileformat.
It seems the same author has published something called PowerGED, but
so farhttp://www.powerged.comhas been down when I have tried. I have
not managed to get in touch with the author yet.
And yes, even if the file is binary I can recognize quite a bit of the
text inside it.
I did a little web surfing and found this site:
http://familytreemaker.genealogy.com/tlcplans.html
It says that the current Family Tree Maker was origanlly made by TLC
and therefore you may be able to find an older version and transfer
your data over. You may have to find a few older version though, 1.5
is VERY old compared to the newest of FTM 2008. FTM 2007 was version
16, so you may have to find a version 3, transfer your data over, then
find a version 6 etc. etc. You could also send them an email and see
if they can help.
Does the program still execute or do you only have the data files?
Being that old it probably didn't mess with the registry too much and
double clicking on the EXE file might bring it up. If it does look for
a export function and create a GEDCOM.

Our main problem is that we only have the data, not the software
program that was used to register the data. Now we have got some ideas
(maybe correct) about which program it is, but still noone seems to
have the program. This is of course not very surprising when the
program is from around 1990-95.
I am still awaiting replies to a bunch of emails that I have sent
based on all the tips I have received, but nothing so far.
